That doesn't even make sense, how can you need all that and the car throw no codes? Are they plugging it into your computer or do they put the hose to the exhaust? Do you have a report listing where exactly you failed (to much NOx, HCs, etc.)?

Do you have AWD?

The O2 sensors you can replace on your own. If you buy new, OEM online, they run about $150/each. I believe IPD sells a complete exhaust from under $1000 (not including the 02 sensors). Many states give you a waiver after you spend xx dollars, so perhaps if you put new 02 sensors in, it would be enough to get you a few more years.
