Power windows and headlights V70-XC70 99

We have had to take our 99 XC in to have the driver's power window switch replaced 4 times. Typically it fails to close remote windows. Is our dealer inept or is it a Volvo window switch problem? Will this continuing problem be covered after warranty?

Similarly both front headlights have failed twice with 23K miles on the vehicle. Brakepads went @ 20K. Is this typical and just an unwelcome cost of owning a Volvo? Any advise is welcome.
