Brakes & Headlights V70-XC70 1999

We have the first year AWD and I think it is a 1999. Why do we need to replace our brakes every 6 months? We are on our fourth set and we have around 30,000 miles on the car. Also why do I see so many one-eyed bandit Volvos? We are also constantly replacing our headlights!

Other than that, the car is great.
