Cruise Control S70 98

When driving at highway speeds and engaging the cruise control say at 60mph, the cruise will not kick in immediately and the car will slow down about 4-5 mph, before picking up and establishing the cruise speed at about 58-59. Anyone familiar with this phenomenon? The dealer said they fixed that issue too, but it isn't fixed!!!!!!!!!!
