2000 V70 Tailgate locking issue V70-XC70

I have a 2000 V70 that is having tailgate locking issues. The tailgate will lock with the key fob, but won't unlock. In order to get the tailgate open, I have to crawl through the back to manually lift up the locking mechanism. Anyone else have this problem? Solutions?
