radiator fan always on high V70-XC70 2004

The radiator cooling fan comes on a couple minutes after starting the car and is always on high. Engine temp looks good, acts good (no big rise on overflow level, etc.) Picked up a used fan at Barlow's, acts the same. Haynes is silent on the subject.

Any ideas what to check ?
