Fuel pump fuse keeps 'blowing' 850 1995

Figured out why my 95 850 T5 will not start. Blown fuel pump fuse. Replaced it with a new 15 amp fuse. Started right up. Ran for about 15 seconds before the fuse blew again. Any suggestions?
