2002 V70 T5 Strut Brace V70-XC70 2002

I have a 99 and an 02 V70 T5s. On my 99 I installed the Volvo strut brace. The 02 had a strut brace installed by the factory. I was happy when I saw that, but today I grabbed it and realized that the brace is mounted in rubber and twists rather freely. I'm puzzled. What is the point of providing a strut brace for presumably improving rigidity and then mounting it in rubber? Does anybody know what this is all about? Thanks
