oil/water problem 400 1992

1992 440si B18U,
Firstly, on the front of the block is a 2 inch diameter cylinder which feeds into the air filter-injector duct. Am I right in thinking that it is an oil seperator, if not what is it?
Secondly, how on earth is water getting mixed with oil and blocking up the pipe leading from it when there's no water in the engine oil?
