FAN A/C HEAT DOES NOT WORK 850 1996

When I turn on the fan for the heat or a/c the fan does not start. The red lights whre the recycle button and the a/c button blink about ten times and shut off. I changed the fuse, and that did not work. I checked the wiring to the controls and they are intact.
