Question about anti theft 850 1996

According to the owners manuel for my year, 1996. it says car is equiped with anti theft alarm ? I have nice little blinking light on dash but no alarn. is it really anti theft or is it just a dummy. and if there is alrm how do I turn it on? Kelly
