Rear seat belt 850 1995

I recently replaced the passenger side rear seat belt in my 95 850 (not a fun experience - especially when you try to follow the directions suggested by Volvo). Much to my dissapointment, after hours of wrestling with this project, I found that the new seat belt sticks as well! I have tried everything I can think of, but it will not pull out - just "click, click, click" as I pull on it. By coincidence, a friend rented a new cross country a few weeks ago. While she and her kids were about 800 miles from home, one of the rear seat belts on this vehicle as well.

Is there an inherent problem with these seat belts or is this just dumb luck on my part?
