Slow turbo V70-XC70 1998

I used to have an 850 turbo sedan which was great. I recently bought a 98 V70 R AWD. My problem is that the turbo does not kick into untill about 3000 rpm. Apart from buying an upgraded ECU from IPD, does anyone know if adjustments (either physically or electronically) to get the turbo to kick in faster?
