A/C compressor suppose to cycle? 850 1995

I had the ECC, and both the high and low pressure sensors replaced on my A/C system. Also they drained 3oz of R134a that was extra in my A/C system. (i.e. over filled). I always thought that my A/C was supposed to cycle on and off. It doesn't do that any more and they told me that's normal and that's what it's suppose to do. They being the Volvo dealer. Is that true?
