It's designed to cycle on/off but not often as it apparently was before. Even with its proper charge, the compressor cycles if and when the pressure is either too high or too low. If it never cycled, the evap would freeze after about 30 minutes.
You shouldn't notice it cycling at idle but it does at higher rpms which is why you're probably not noticing it now.
