only engages in reverse/speed sensor? 850 1993

my 850 93 transmission symptoms are-flashing forward arrow, economy switch flashing,and it only engages in reverse. i thought for sure it was the PNP switch-replaced it-that wasn't the problem. my A1 tranny code is 232-which i know is for the speed sensor on the tranny. can that sensor make drive not engage? if not,what else could it be?
