horn toot troubleshooting 850

The wife blew the horn; it got stuck on until it "burned up", she said.

I've pulled the air bag off the steering wheel and have discovered three of four of the horn contacts are broken. The one horn contact is in good shape so I just moved the other three out of the way. Now, when I test the horn I get a short "toot" from the low frequency horn. The funny thing is it will only toot once and I have to disconnect both horns (under the hood) and reconnect them to get another toot.

I understand the contacts on the steering wheel is providing the ground and the wire leads to the horns are always hot. Can someone help me understand what might be broken and possibly provide how I can fix it without replacing the $250 steering wheel?
