Brake shudder. 850 1993

My '93 850 GLT has a horrible shudder when the brakes are applied during high speed stops (70 mph). This happens occasionally. I know it could be warped rear rotors. But, would'nt the vibration happen each time the brakes were applied? Also, the emergency brake handle can be pulled all the way up without resistance. Does this indicate that the E-brake is not working?
