Filler Neck Vent Leak 850 1995

I have a gas tank leak that only happens when the tank if full. It appears the vent hose for the filler neck leaks. How do I go about fixing? Can I access it from the top (i.e. inside the car)? It's a wagon. Thanks in advance.
