Replacement Key for 1999 XC 850 1996

I know this is the 850 Forum, and I do qualify as a member because I have two 1996 850 GLT wagons with 5 spds. However, I need help today for my father-in-law. He has a 1999 XC. I was going to buy him a back up key. I was told by the Volvo dealer the cost would be over $100 because the key has a computer chip and has to be "down loaded" before you use it. Does anybody have a cheaper alterntive? I guess I'm spoiled. A replacement key from the Volvo dealer for my 850s is only $20 a key. Any suggestions will be appreciated. Thanks. Hugh
