99 and up Volvo went to a more sophisticated system where everything is its on brain. Keys need to be cut and a chip is in it. Only a dealer can make that key work via VADIS. Remotes as well, Can only be done via VADIS. No one on earth other then a Volvo dealer has a VADIS. Dont waste your time on ebay, Only the dealer can do this for you!
