fog light diming 850 1993

My 93 850 GLT has factory installed fog lights. I just noticed that for some reason, the fog light on the driver side is dimmer than the one on the passenger. I've tried switching the bulbs, replacing the bulbs and yet the same thing happens. Any ideas?
