unknown electric pump runs continuously? 850 1994

Turbo wagon is new to me. Opened hood to read trouble codes, turned key on, heard a motor (pump) running at rear of engine, below distributor. It continued the whole time. Car has ABS with TRACS. Is this an electric pump and should it run all the time or only until some pressure is reached?
