front passenger seat heater not working/ideas why ?/how to fix it? 850 1996

one friend of mine got volvo 850 96' and the front passenger seat heater not working, on thedriver's side when you turn heater button orng light turns on right on the button ,but as for the right side nothing,did not check fuse yet,wanted to ask first who knows may be somebody had same problems...
