Electrical 'Hum' or 'Buz' when Key in Position 2 850 1995

When I got this car, and cleared all computer codes, I noticed a rather loud "hum" or "Buz" coming from the front area, and did not think much about it at the time.

Now I find myself annoyed with this sound.
I hear this electrical "hum" anytime the key is in position 2, whether the car is running or not.

I have traced the noise to be coming from the front passenger side, under the hood, apparently right behind the high-beam headlight bulb position.

Does anyone know what this might be??
