Suspension: Strut Tower movement 850 1995

I have been reading here about suspension, and have purchased some manuals (ie Haynes, and the Mitchell On-Demand CD).

Mitchell refers to the assembly as a "shock tower", so I will too.

For the strut, there are 3 mounting bolts which mount the top to the body under the hood. On top of this tower is a large nut, with a large "washer" underneath it. I find that on the passenger side, with my hand, I can turn this large "washer" (which turns the large nut and shaft as well), but on the driver's side, I can not turn this. I have been hearing noises on the passenger side where I can do this turning.

What does this mean?
Does this indicate a failure within the shock or strut??
