Why is my caliper piston not compressing? 850 1996

Greetings, replacing e-brake pads & rear pads/rotors. I cannot get the piston to compress. I cranked it with a C-clamp; moved some, but would not go in enough to get new pads over the rotors. '96 Wagon.

What am I doing wrong? By the way, I do not think it's seized because it does move some..
