Service Engine Light 850 1996

I took my 850T 120K to the Volvo dealer and they told me that it could not pass inspection because the OBDII ??? couldn't make the service engine light come on. They said that it could be the actual light bulb behind the service engine light in the dash...they want to change me $90 to change it....I haven't hear of those lights going out...does anyone think that there pulling my leg on this one..
