air pump replacement gone terribly wrong? 850 1996

So last week I replaced the air pump, relay, check valve, and seal - as according to the great directions at volvospeed.com. Hooked everything back up, and thought the problem was solved. Yesterday, my check engine light came on. I stopped by my local mechanic who read the code, and told me it was an air pump failure. He said, that if the air pump is working, it may be a weak O2 sensor. However, this morning I tried to listen for the pump when i started the car, nothing. I even put my hand on it and felt nothing. So i opened the air box and held a piece of paper over the opening to the air pump intake hose, nothing. Therefore, I'm guessing the air pump is not working. Does anyone have any idea what could have gone wrong? Did I do something wrong, somethign commonly done wrong, or could this be a bad new air pump?
