'Very' poor gas mileage V70-XC70 1998

I have both a 1995 850 T5 A/T and 1998 V70 T5 A/T. My problem with both cars is poor gas mileage. I only get 9.5mpg city and 20.1mpg highway in the 850. The V70 gets 10.6mpg city and 18.9mpg highway. This is a far cry from what I read in these forums. The 850 has 49,000 miles on it and the V70 has only 27,000 miles. Both well maintained. No codes. Been in and out of Volvo service but they can't solve the problem. Can anybody help me out and point me in the right direction.

By the way, I'm located in the Philippines. Thanks in advance for any help.
