Poor gas mileage 850

Hi, all,

Is 17 mpg reasonable for 95 850 na with 106000 miles on the clock (driving in New York city)? The car got around 20 mpg during the summer time. There is no light, nor code. the oil has been changed regularly. Manual says that the EGR valve should be cleaned at 100k miles and it has not been done. How important does the valve have to be cleaned at 100k? Spark plugs were changed not very long time ago; but not the wires and distributor cap and rotor. They all look good to me. How helpful on improving mileage can it be to get them all replaced? Thanks.
