Rough Running V70-XC70 1998

My Volvo periodically runs rough, but not always. Just seems to shudder, drop 100+/- RPM, particularly noticeable when idling. "CHECK ENGINE" light comes on and stays on. P-code of 00171 shows up. Mechanic changed front O2 sensor and air pump that was whining.

Any ideas??
