850 seats - urgent assistance please 850

Hello. I have just bought a pair of manual 850 seats and I need some advice.
One seat looks fine.
The other seat's headrest is prominately forward and it's seat belt lock (buckle) is noticably lower, with it's spring fully extended below it. Whereas the other seat's spring is within the plastic tube, buckle higher and headrest in normal position. Can someone tell me what is causing this, and how to fix it so I can install the seats? I can not budge the headrest nor the buckle or spring.
