Hood latch won't unlatch? S70 1998

When I try to release my hood witht the lever underneath the dash, nothing happens. I am really pulling on it and it won't release (seems like I am pulling it as far as it will go...and that is taking a lot of force). I have tried pushing down on the hood while doing it to release pressure, but that didn't help. Is there a way to manually release the hood so I can inspect the parts? Any other suggestions? thanks.
