High boost, no power 850 1995

I have already changed the plugs thinking that might have been the issue but it seems to run the same. I did have a problem due to a hole in one of the large rubber airlines leading from the turbo charger to the intercooler before this problem. That caused a few issues, obviously, including low boost pressure, poor mileage and some exhaust smoke. I put in the new hose and there is now tons of boost pressure but like you said the engine is not using it.

I will check the waste gate as suggested. How can I check for an exhaust obstruction?
