intercooler clogging 850 1997

97 850 glt-in severe cold weather, while driving engine will lose throttle response. If pulled over with hood up, can see top hose from intercooler collapse from suction while depressing accelerator. This will also happen when attempting cold start in severe (-25 F, yeah, we get -45F but even I don't ski in that) cold, even though performance fine before shut down. The fix is to pull the top hose off the intercooler, pour in a couple cans of dry gas while bouncing on the bumper and watching gook drain out the bleeder hole. Reconnect hose, start car, no problem...for awhile.
2 questions: where's the real problem? Everything checks out for source of excess oil except slightly low operating temp due to faulty thermostat...replaced. Any suggestions? Question 2: why a drain? seems not to work so isn't it counter productive to turbo function?
