Can't pass OBD emissions 850 1997

I have a 1997 850 wagon, not turbo. Check engine light was never on, and it failed the OBD Virginia emissions test because the P0440 code was detected (evaporative leak detected). Replaced the gas cap and drove approximately 600 miles over 1 week's time: retested and it failed again.

It's been at the Volvo dealer for a week now and they can't get it to pass emissions inspection, even after resetting the code and multiple driving. I'm not sure if it's a really hard problem to solve or if incompetent idiots are working on it, or if it's a combination of both??

Any advice/experience would be greatly appreciated!!
