Correct, only the dealer can reset the service light, unless you want to spend $175 for the tool to do it. Some of us have pulled out the bulb.
In regards to oil and changes: use full synthetic and change annually. A lot of people on this board will yell at me, but I have yet to have "oil break down". The real reason to change the oil is to change the filter (always use a Mann filter) which traps most of the dirt. Your turbo may use oil, so check it monthly and add when appropriate.
Most of the routine maint can be done with a couple of wrenches and a screw driver or 2 - Torx #25 and #30. Look at Volvospeed.com for pics and how to.
