fuel tank recall and sagging rear bumper 850

My father's '96 850 GLT came back from the dealership this past week after having the fuel tank recall work preformed. Yesterday when I was washing the automobile I noticed that the both sides of the rear bumper appeared to be "sagging" a little, and that it wasn't flush with the body of the automobile. My question is: Is there any reason why the bumper would have been removed to deal with the fuel tank leak? Thanks, and have a splendid Sunday :)
