Check Engine Light Flashing at certain speeds 850

Next time, take your car to an Autozone or Pepboys when you get a CEL, flashing or steady. The likelyhood of needing both O2 sensors at 120K miles is slim. When you drove through a puddle and activated the CEL, water got on something which shorted a connection. Does your car not have a splash pan? Or was the water 6 inches deep?
As for not liking the dealer, that is normal. Check the old service bill and look at the parts list to see what they did. I doubt that they put in new wires and rotor as a normal service routine. Most dealers really want you to make an appointment, you are lucky they didn't charge you a storage fee! Call or email Volvocars, USA, for any dealer complaints.
Always keep receipts from service performed, potential buyers of your car will want to know what you did to it.
