1995 cars don't need a code reader for the OBDII. It is like the 240, 2 black boxes in front of the computer case with a probe and red LED. Easy to use. Also, your car is either a turbo or a GLT, not both. GLT models are N/A.
Have the current owner fix the CEL problem.
