Current price on the one on eBay is fantastic (DRAPER). With shipping, we're talking under $65. For diagnostic purposes, I use a Equus Innova. it does everything I need it to do and I don't have to lug around a laptop in my car. You can find such a scan/reset tool (won't do service light) for the OBD-II that works with the Volvo (btw, the same one that IPD sells for around $170) at this current auction:
