A/C Pressure on the Low Side 850

This question has probably been asked before but I couldn't find the posts. Volvo 850 96. The shop said that the evaporator was probably leaking. They charged the system up but I'm not in the mood to spend $1600 for a new one. I figure if it a slow leak I can recharge the system on an as needed basis. I bought one of the interdynamics test gauges and followed the instructions. The compressor was cycling and the gauge read between 25 -45 psi. Cutting on at 45psi and cutting off at 25psi. The air temperature was between 60 - 65 degrees. The air coming out of the ducts inside was at 43 degrees. The question is should the compressor cycle or should it run constant. The pressure never seem to drop below 25 psi at any time.
