Failed DMV Inspection S70 1998

I did call IPD. Very informative and the bottom line from them is they believe the ECU is working properly because a) Its been in the car for 3+ years. If these things are going to fail, it happens very soon after installation. b) The car runs just fine. c) The car previously passed DMV inspection with their ECU installed. All seems to make sense. The question remains which is if its not the ECU then what failed and how to figure it out.
