Venturi Sensor/Bypass 850 1993

Yes to all three questions. If you live in a state that checks for emissions, you will fail. The coolant temp sensor is very cheap and easy to replace and keeps the computer happy. Keeping the venturi open all of the time will really cause problems in the computer as well.
Why? Dragracing a Volvo? You will lose, unless your competitor gives you a 2 second head start!
