Is my starter going bad? S70 1998

I have a strange starter problem...I think.

Car always turns over, it's just that often it does so inconsistantly. When you turn the key, it starts turning over normal then seems to do it erratically and sometimes it seems to stop turning over and I hear something spinning like an electric motor...almost like it stops catching and the starter motor starts turning real fast. I turn the key off and then try it again and it will often start right up. The battery is only 2 years old and I just cleaned the terminals (the positive had a good amount of that white corrosion poweder around it). Voltage seems good on the battery (checked with VOM).

98 s70 with 130K on it, I rarely hear that the starters go bad, so I thought I would ask first.
