'98 V70 XC hood release catches

Our '98 XC hood release cable is well adjusted (minimal slack) but when you pull it, only the right side hood catach fully release most of the time. you have to lift the hood slightly, then go back and pull the release a second time to release the left catch. If the car is well warmed up, both catch es do release more of the time. I don't see any adjustments for the catch. Anyone have any suggestions to restore the "pop-up" spring action of the catches?
