Weak airflow to the windsheild S40-V40 2001

Hi there,
The airflow to the the windsheild of my 2001 S40 is very weak. This usually does not pose a problem in the summer, but I live in Montreal Canada so cold and damp weather is a big factor in the winter. The blower goes strong to all other vents and the heater heats up fast, but there just is not enough airflow to the windsheild... even with all air being directed to the windsheild and with all front vents physically closed off. Does anyone have any ideas? I have done the defective diode recall on the heating system already and have replaced the pollen filter. My volvo garage has seen other s40's with similar problems so I am guessing that it may be a design flaw. I have an extended 3rd party warrenty on the car and hope this is covered, but would like to know what I might be facing.... since taking apart the dash will likely be expensive.
