Airbag Failure - crash speed to activate V70-XC70 2000

I had a direct front end collison with a tree. My car was traveling at 8 to 15mph at impact (estimate). The front airbags did not activate. The hood on my 2000 XC was badly buckled (20 degrees from horizontal or so), the front grill, head lights, bumper were badly caved in, the car would not maintain an idle when started and there were leaks of transmission fluid.

I am amazed the air bags did not engage. My torso impacted the steering wheel.

What are the typical direct impact frontal speeds that should activate airbags?

Virtually the only reason I bought this Volvo new was for reliable and effective safety systems.

I would appreciate any owner experience and knowledge on this matter that anyone can share.
