windshield washer jug

RE: a 1993 850 GLT... I replaced the washer pump yesterday and noticed something odd. The intake tube on the pump passes through the rubber grommet but only goes down an inch into the fluid tank. That doesn't make sense... a good fourth of a gallon of fluid just floats at the bottom of the tank and doesn't get sucked up because the tube's not long enough. How can that be? Any other car where I've replaced the pump, that tube always sits very low to the bottom of the tank. Is this right?
